Inform user of timeout


If a user login to the Staff Client has timed out and the user tries to access the Reports subsystem, the screen will just hang with the "loading" status displayed but not report that the login has actually timed out.  I think that this is a follow on to the awkwardness of reporting the timeout after a user goes through all the motions of setting up and then transmitting a transaction.
