Make email notifications customizable like receipts

I'm sure this is much harder than I think, but would it be possible to make all email notifications locally-customizable, like receipts are?  That way, libraries could easily customize the message sent out for hold notifications, return warnings, etc, instead of all libraries having to share the same template.

These are customizable by library in the Notifications/Action Triggers interface, but I'm not sure which permissions are required.

I'm going mark this one for the 'attic' since the functionality is available in the Notifications/Action Triggers to customize at the org unit level. (Although in PINES we restrict the permissions and only customize at consortium level.)

I just wanted to add a note about this one. Although the action triggers appear to be customizable for an org unit, a big problem is that once you customize for one library, you have get rid of the consortium-wide action trigger and create a customization for every library in the consortium. This may work for a small consortium, but isn't workable in most medium to large consortia. 

I think we would need to make some changes to action triggers to make notices as easy to customize as receipts are.
