Improve Authorization for Sharing Folders in Reports

In the Reports interface, users can share folders for templates, reports and output.  Currently, users with this authorization can share reports at the branch, system or consortium level.  We would like to have a separate authorization for sharing folders at the consortium level.

How would you expect this to work? To my knowledge there is currently no permission tied to sharing at all, if you can make folders you can share them.

I can't see making a special permission just for "can share folders at the top of the org tree".

I think there should be separate permissions for sharing within your own system (library) and sharing at the top level of the tree.

That makes sense to me. If sharing reports were a separate permission, I assume you could then choose at what level (branch, system, consortium) the user has that permission as is done with every other permission.

The "based on depth and work ou" bit could work. Would be better than special permissions for each level, at least.

Another question: Should it be one permission, or three? One to cover all folder types, or one for each folder type? For example, you may want to allow sharing of output, but not templates.

In theory I suppose it should be three separate permissions, one for each type of folder, and I can imagine circumstances where a consortium might want that kind of granularity, but it's more than NOBLE actually needs.

I am especially interested in have individuals be able to delete the output for a shared report once they have read  and acted upon it.
